Many participants in the purchase of goods/services are regulated by law enforcement. In fact, these corrupt deviations have now spread not only to the elite level, but also to school principals and committees.
Yesterday (6/8), representatives of Central Java and DIJ raised this during a discussion on the procurement of goods and services at the Ombudsman Institute of the Republic of Indonesia (ORI). The discussion, which specifically discussed various types of violations in the procurement of goods and services by state institutions, also revealed examples of various violations of a public or private nature.
State Inspector General of Finance and Development DIJ Panijo, AK, MM, Head of Investigations, stated that he has come across various cases of irregularities. For example, deviations created under the pressure of other parties, which led to corruption.
"For example, a regional manager who spent a lot of money to become a regional manager. He tries to recover the spent funds by contacting the head of the SKPD (Regional Operations Department) with a request to raise funds through the purchase of goods/services. Even in some cases, it is suspected that political parties played a role in the provision of goods/services,” he said.
Also, when it comes to collecting books for schools, there is a lot of diversion from the SAC (Special Allotment Fund) that goes to schools. "According to the instructions of public schools, the collection of books should be done independently, there are also many violations, because in fact many colleagues manage it, but they are responsible as if it is self-management," he added.
This was of particular concern to Panizzo. Because in this case the first victim is the director. "Without this order, many school heads will end up behind bars. Because the director bears formal responsibility, and they are under pressure. Even if the director can only educate and not be a financial manager. The directors don't know how to manage the budget," he explains.
Apart from the issue of book procurement, there are many other issues that are considered corrupt in the procurement of goods and services. In 2009 alone, DIJ received five reports from ORI Central Java-DIJ on changes in procurement of goods and services by local governments. One of them is the issue of providing props and performances for BPLT Yogyakarta students in 2008.
In this case, the auction commission will charge a registration fee of AMD 150,000 for each package. Even if, according to Presidential Decree 80/2003, partners can only be charged the cost of duplicate documents. In reality, however, the committee still insisted that the AMD 150,000 registration fee be canceled because it had become a decision and could not be changed. In the end, the commission received a warning and the duty was returned.
In addition, irregularities were found in the budget of the DIJ State Government, DIJ State Chief Secretary's Office budget for the purchase and installation of sound system products and services in fiscal year 2004. This case involved the unmanageability of the applicant's application because the original application warranty was not approved. But there is no end to this problem either. "Five violations were registered in the DPR this year. Two of them took place in an academic setting,” said ORI Central Java Deputy Representative-DIJ Muhajirin, SH, MKM.
Atmajaya University Faculty of Law lecturer J. Vidantoro said it is not easy to change a practice that is already so corrupt. Although the rules were in place and some changes were made, the results were not significant. "Actually, the most rejections are for tenders, reaching 70-80 percent for cases.
